What It Says (Verbatim)

DOC 350.12 (lead-in):

“DOC 350.12 Sanitation and hygiene. The jail shall have policies and procedures relating to sanitation and hygiene, including the following components:”

Subsection (10):

“(10) Vermin and pests are controlled with an effective, documented program. Containers of poisonous compounds used for exterminating rodents or insects shall be prominently and distinctly labeled for easy identification of contents. Poisonous compounds shall be stored independently and separately from food and kitchenware in a locked area not accessible to inmates.”

Subsection (13):

“(13) Safety and sanitation inspections of the jail are completed and documented at a minimum of once monthly.”

What It Means in Plain Language

1. Effective and documented. The program has to work, and it has to be written down.
2. Pesticide containers labeled. Poisonous compounds for rodents or insects are prominently and distinctly labeled.
3. Locked storage away from food. Stored separately from food and kitchenware, in a locked area inmates cannot reach.
4. Monthly safety and sanitation inspections, documented, under subsection (13). They are general, not pest-specific.

Who It Applies To

All county jails, state-local shared correctional facilities, and county houses of correction, as DOC 350.02 states. The Department inspects each at least annually under Wis. Stat. § 301.37(3), quoted above.

Wis. Stat. § 301.37(3):

“Before any such building is occupied, and at least annually thereafter, the department shall inspect each institution with respect to safety, sanitation, adequacy and fitness, report to the authorities conducting the institution any deficiency found and order the necessary work to correct it or a new building.”
