About the Corrections Pest Reference
What This Reference Is
The Corrections Pest Reference is a national reference work mapping U.S. federal, state, and agency pest control requirements for county jails, state prisons, federal prisons, and immigration detention facilities. Every requirement on this site is anchored to a primary source: the regulation itself, the agency's published standard, or a court's published opinion.
Pest control in a correctional facility sits under several regimes at once: workplace sanitation rules for the staff, food codes for the kitchen, detention and prison standards for the people held there, pesticide licensing for whoever applies the product, and the constitutional standard courts apply to conditions of confinement. This reference puts the text of each in one place, with its source.
Where verbatim text is publicly available, it is reproduced. Where a standard is licensed or paywalled, it is recorded by identifier and the limitation is disclosed. Where a commonly-circulated claim has been investigated and disconfirmed, the disconfirmation is published.
It is a companion to the Healthcare Pest Reference, which does the same work for hospitals and long-term care facilities, and follows the same methodology.
What This Reference Is Not
This reference is not legal advice. It is not a substitute for counsel, for a facility's own policies, or for qualified pest management professionals. It is not a marketing piece for any commercial pest control service. Citations should be verified against the primary source for any litigation-grade application.
Operator and Credentialing
The reference is maintained by Trenton S. Frazer, Board Certified Entomologist (BCE #B3413, General Entomology specialty), certified April 28, 2025 by the Entomological Society of America Certification Corporation. Mr. Frazer holds an M.S. in Entomology from the University of Florida and a B.A. from Brigham Young University. He has twenty years of operational experience in pest management field operations and quality assurance, most recently as Senior Director of Quality Assurance at Aptive Environmental, where he oversaw quality programs serving more than 640,000 customers across more than 80 operations centers.

Disclosure
Mr. Frazer is the founder of Falcon Pest Control (Mountain Supply LLC dba), a Utah licensed pest management operator serving government facilities, schools, multifamily housing, and other commercial and residential clients. Falcon employs licensed technicians whom he directs.
He also maintains Frazer Applied Entomology, a national consulting practice through which his Board Certified Entomologist consulting, program review, Entomologist of Record engagements, and expert witness work are delivered. The BCE credential is held by Mr. Frazer personally; the practice is the vehicle through which he is retained.
This reference is published independently of those operations. It does not market commercial services, and engagement with either operation is not required to use it. Facilities seeking commercial pest management or consulting services are welcome to evaluate any qualified provider; this reference does not endorse or recommend any specific vendor.
