Methodology

Every fact published on this reference is sourced to a primary authority and rated for source confidence. This page documents the source tier hierarchy, the confidence ratings, the verification discipline, and the questions that are open and under verification. The same methodology governs the companion Healthcare Pest Reference.

Source Tier Hierarchy

Tier 1 — Authoritative

Statutes and regulations (the Code of Federal Regulations, state administrative codes); the published standards and policies of the agencies that operate or govern correctional and detention facilities (for example, U.S. Immigration and Customs Enforcement, the Federal Bureau of Prisons, the U.S. Marshals Service, and state jail standards bodies and departments of corrections); federal and state regulators such as OSHA, FDA, EPA, CDC, and state departments of health and agriculture; published court opinions; and the Entomological Society of America Certification Corporation for matters relating to the Board Certified Entomologist credential. Tier 1 sources are quoted directly.

Tier 2 — Recognized Authority

Accrediting and professional bodies (for example, the American Correctional Association and the National Commission on Correctional Health Care), NIOSH, the National Institute of Corrections, and peer-reviewed literature in entomology, public health, and correctional health. Where a Tier 2 standard is licensed or paywalled, it is recorded by identifier, title, edition, and publisher only, and its text is not reproduced.

Tier 3 — Reference Only

News coverage, trade press, law-firm summaries, and vendor material. Tier 3 sources are used only to locate a Tier 1 or Tier 2 source to verify against. A claim that exists only in Tier 3 material is not published as a stated fact.

Source Confidence Ratings

HIGH Confidence

The verbatim text has been read from the issuing body's own publication and checked by extraction or quotation. Page metadata gives the source URL and the date of the most recent verification.

MEDIUM Confidence

The primary source exists but could not be read directly from the issuing body, and was read from an official mirror or a documented capture. Where MEDIUM confidence applies, the page discloses the limitation.

KILLED — Investigated and Disconfirmed

The claim was investigated against primary sources and found to be fabricated, mis-cited, or supported only by Tier 3 material. Killed claims are not published as facts; they are catalogued so they are not reintroduced.

Investigated and Excluded Claims

• "7 CFR Part 110 federal recordkeeping requirements for restricted-use pesticides remain in effect." Disconfirmed. USDA rescinded 7 CFR Part 110 effective July 11, 2025 (Federal Register Vol. 90 No. 90, May 12, 2025, FR Doc 2025-08220). State-level recordkeeping rules now govern; for Utah, see R68-7-11(11).
• "Utah's Category 7 pesticide applicator definition names 'institutions such as schools, hospitals.'" Disconfirmed. R68-7-7(7) lists "dwelling, educational institution, or medical institution" and, separately, "prison."

Open Questions Under Verification

Until a question is closed against a primary source, no page on this reference asserts an answer to it. Closed questions are listed with the date and the page that now carries the answer.

• OSHA coverage of federal employers. How OSHA requirements reach the staff of a federal detention facility. (Coverage of Utah's state and local public employers is closed; see below.)
• Food code reach outside Utah. For each state other than Utah, whether jail and prison kitchens are inspected under the adopted food code, and by which agency.
• Utah Sheriffs' Association jail standards. The Association's website publishes no jail standards and returns no results for them. Utah Code 63G-2-301(3)(u) lists correctional facility standards as normally public records, so the text can be requested from a county. Until it is read, no page states what those standards require.
• Salt Lake County Health Regulation #34. Whether the regulation adopted March 1, 2007 has been amended or superseded. The county publishes the 2007 text; its regulations index loads dynamically and has not been read.
• General-use pesticides applied by facility staff in Utah. How UDAF reads the first sentence of R68-7-9(1)(a) for a public employee applying general-use products in the employer's own building. (The restricted use pesticide question is closed; see below.)

• Federal Bureau of Prisons occupational safety policy. Program Statement 1614.01, Occupational Safety (June 22, 2026), rescinds the National Occupational Safety and Health Policy the Food Service Manual refers to. Its Section 47 is the Bureau's pest control requirement. See P1614.01.
• U.S. Marshals Service detention standards. Federal Performance Based Detention Standards, Version 12 (effective May 1, 2025), Standard F.2.4. See FPBDS Version 12.
• Records access for Utah facilities. Utah Code 63G-2-301(3)(u) lists correctional facility standards and inspection results as normally public. See Utah Code 63G-2-301.
• OSHA coverage of Utah public employers. Utah's State Plan covers all state and local government workers, and Utah Admin. Code R614-1-4.A.3 incorporates 29 CFR 1910.21 through the end of part 1910, which includes 1910.141. See the OSHA page.
• Food code reach in Utah. R392-100 incorporates the 2022 Food Code without excluding Section 6-501.111, its exemption list does not name jails or prisons, and UDC Standard G-05 requires an annual health inspection of a secure facility's food service area. See R392-100.
• Current Bureau of Prisons Food Service Manual. Program Statement 4700.08, May 7, 2026, which rescinds 4700.07. See P4700.08.
• Applicability of ICE's detention standards. Stated by ICE in the PBNDS 2011 scope sections and the NDS 2019 overview. See the four ICE pages.
• Restricted use pesticides applied by facility staff in Utah. R68-7-12(1)(a) requires a non-commercial applicator license for applying restricted use pesticides for a city, county, state, or federal government entity. See R68-7.

Verification Discipline

Every claim is treated as unverified until it has been read in the primary source. Quotations are reproduced verbatim with their location. A page publishes only what its source says; where a source is silent on a question a reader will ask, the page says the question is open rather than supplying an answer.

New authority pages are added only after primary-source verification. Existing pages are re-verified at least annually or upon any reported change to the underlying authority, and the page's verification date is updated only when a verification has actually been performed.
