Separation statement. The Corrections Pest Reference is maintained independently of the consulting practice described on this page. Engagement with the practice is not required to use the reference, and the reference does not change based on who is or is not a client.

The author of this reference, Trenton S. Frazer, Board Certified Entomologist (BCE #B3413), maintains a professional consulting practice, Frazer Applied Entomology. Through that practice he can be retained by counties, sheriffs' offices, departments of corrections, detention operators, and their counsel for the work described below. The practice is national in scope. Engagements are fee-based.

The BCE credential is held by Mr. Frazer personally and is issued by the Entomological Society of America Certification Corporation. It can be verified on the ESACC roster.

Facility Pest Compliance Review

A fixed-fee engagement that answers two questions for one facility: which pest control authorities reach it, and whether its records show each requirement was met. It starts with the facility's jurisdiction, operator, and agreements (ICE, U.S. Marshals Service, state inmate housing), continues with an escorted walk of the kitchen, receiving, storage, housing, intake, and perimeter, and ends with a written review organized by authority: requirement, record found, gap, and who owns the correction. It is a review of what the records and conditions show on the day, not a certification of compliance.

Facilities usually call at one of these points:

• Before an ACA, ICE, U.S. Marshals Service, Department of Corrections, or health department inspection
• After an inspection finding, a pest-related grievance, or an outbreak of bed bugs, lice, or rodents
• When a pest control contract is up for renewal or rebid
• When a new administrator or food service contractor takes over
• When a claim or lawsuit names pest conditions (engaged through counsel)

A note on records: in Utah, a correctional facility's contracts, its contractors' service records, and the results of inspections against its standards are normally public records under Utah Code 63G-2-301. Facilities that want a review conducted at the direction of counsel should say so at the outset.

Facility pest program assessment

An entomological assessment of a facility's kitchens, housing units, intake, commissary, warehouse, and perimeter, and of its current pest program, against the authorities that apply to it.

Contract and scope review

Independent review of an existing pest control agreement or solicitation: scope, service frequency, records, term, renewal, and cancellation, ahead of the facility's next decision point.

Solicitation drafting

A pest management scope of work written for the facility's authorities and security procedures, built from the free model scope of work.

Entomologist of Record engagement

An ongoing arrangement under which a named Board Certified Entomologist is responsible for the entomological basis of the facility's pest program and available to its facility, food service, and health services leadership.

Expert witness work
