Illinois County Jail Standards, 20 Ill. Adm. Code 701.120(g): A Continuous, Documented Insect and Rodent Program

What It Says (Verbatim)

701.120(g):

“g) Pest and Vermin Control A continuous and effective program of insect and rodent control and extermination shall be established and documented.”

701.120(f), body pests (excerpt):

“f) Body Pests 1) Frequent inspection of living areas shall be made to aid in control of body pests. 2) Immediate control or extermination measures shall be taken when body pest infestation occurs.”

701.120(a)(3), exterior openings:

“3) Openings to the outside shall be effectively protected against the entrance of rodents and insects with tight fitting self-closing doors. When appropriate, closed windows or screening may be utilized for protection against flying insects. Screening material shall not be less than 16 mesh to the inch.”

What It Means in Plain Language

1. Continuous, effective, documented. Three qualities, all required. No numeric frequency.
2. Body pests are separate. Frequent inspection of living areas, and immediate control or extermination when infestation occurs.
3. Exclusion at the envelope. Tight-fitting self-closing doors, and screening no coarser than 16 mesh to the inch.
4. Inspection. The Department may inspect each facility at least once a year, and results are made public (730 ILCS 5/3-15-2(b)).

Who It Applies To

County jails in Illinois. Municipal jails have a separate part (20 Ill. Adm. Code 720), whose 720.90(c) requires a vermin and pest control program to be implemented.

730 ILCS 5/3-15-2(a):

“(a) The Department of Corrections shall establish for the operation of county and municipal jails and houses of correction, minimum standards for the physical condition of such institutions and for the treatment of inmates with respect to their health and safety and the security of the community.”
