What It Says (Verbatim)

N.J.A.C. 10A:31-11.5 (the section in full):

“(a) Staff at each adult county correctional facility shall make arrangements for the control of vermin and pests.

(b) Licensed pest control professionals shall be used at least once per month to clean or fumigate the facility.

(c) Integrated pest management practices shall be utilized to control the use of toxic pesticides.”

N.J.A.C. 10A:31-11.1:

“Each adult county correctional facility shall comply with Federal, State and local sanitation, safety and health codes.”

What It Means in Plain Language

1. At least monthly. Licensed professionals service the facility every month at a minimum.
2. Licensed, not staff. The service is by licensed pest control professionals; staff make the arrangements.
3. Integrated pest management is required. Of the provisions quoted on this reference, New Jersey’s is the only jail rule that requires integrated pest management by name, to control the use of toxic pesticides.
4. Weekly sanitation inspections by designated staff, using a checklist, are required separately (§10A:31-11.3).

All adult county correctional facilities and facilities or units housing county inmates, under the Department’s Office of County Services. The Commissioner’s authority to set minimum standards is N.J.S.A. 30:1B-10.

“This chapter shall be applicable to the New Jersey Department of Corrections, the Office of County Services, all adult county correctional facilities and facilities or units housing county inmates.”
