6VAC15-40-1150. Vermin and pest control (the section in full):

“The facility shall control vermin and pests and shall be serviced at least quarterly by a licensed pest control business or personnel certified by the Virginia Department of Agriculture and Consumer Services.”

What It Means in Plain Language

One sentence, two duties:

1. An outcome. The facility shall control vermin and pests. The duty is continuous and unqualified.
2. A floor. Service at least quarterly, by either a licensed pest control business or personnel certified by the Virginia Department of Agriculture and Consumer Services.

Quarterly is the minimum, not the program. A facility with activity between visits still owes the first duty.

Why it is on a Utah-based reference. It shows a state writing licensed pest service and a fixed frequency directly into its jail standards. Utah’s correctional standards put pest and vermin control on a weekly facility inspection (UDC Standard E-03) but set no service frequency and name no provider qualification.
